I'm willing to bet that Mr. Mullins is probably one of the sons of John Mullins of Bath, who was a prolific water diviner of the Victorian era.

It was one of the sons of John Mullins that introduced George Applegate to dowsing.

Note also Lloyd George!!

I found that the Sound and Moving Image collection at the National Library of Wales has a piece of film-footage of water-divining dating back to 1931. This pre-dates the formation of the BSD but I wonder if any of them became members?
The landscapes, architecture and people that Mr David Francis, Brigadier Haswell, Lt. Col. J.H.B. Peyton (who filmed the expedition) and others encountered on their journey from Quetta [now in Pakistan] to Kandahar [or Qandahar, Afghanistan] and back. Mr Francis, with relatives in Lampeter, was one of the engineers involved in the building of the Quetta Dam.
