Does anybody know exactly what this is, and if it is possible to 'tap' or treat this water in some way?

Sue, I've moved your post into this new section of the forum.

By 'black water' I presume you are referring to a 'black stream'. This is generally held to be an underground water flow with severe energetic pollution, giving rise to geopathic stress. It can also refer to water which is physically polluted and undrinkable.
The term comes about from dowsers using a Mager Rosette - such water shows a reaction on the black segment of the disk.

The geopathic effects of such black streams can be treated by dowsers, usually by some form of earth acupuncture.

Blackwaterlines are so far I know some sort of energylines, an energygrid around our planet.
