I wonder if anyone can answer this. A friend of mine has asked if there are any Meridian lines running through Toulouse in France.
The person who asked this question is not familiar with dowsing or energy terms and could possibly mean Ley Lines.
Anybody know anything about energy lines in this area?

Your friend could genuinely mean 'meridian lines', such as the now-infamous 'Rose Line' through St. Sulpice in Paris, as depicted in TDVC. Before Greenwich came along, this was the de-facto 0 degree meridian for longtitude calculation, and still appears as such on early French maps.
Many cathedrals had their own local meridian, as the church needed a way to caclulate when Easter was going to happen, and this required a reference position to mark when the sun was at a particular point in its orbit, usually summer solstice noon. Chartres cathedral has the remnants of one, where a small hole in the glass of the south transept window will project a beam of sunlight onto the floor at local noon on the summer solstice, illuminating a brass nail set into a tile. This has given rise to much speculation about mystical things happening there at the summer solstice (actually the cathedral is aligned pretty well, but not exactly, to the SS sunrise), but in the case of the nail in the floor, it was merely a marker for the sun at a convenient measuring point in its cycle.
